The Federal Government is now six weeks overdue on its planned commencement of local quotas on streaming platforms, with no confirmed timeline or framework.

But the Australian International Documentary Conference has sent an alert to its delegates drawing aattention to critical advocacy around streaming regulation.

“Industry groups have campaigned successfully for documentary content to once again be included in the proposed regulatory framework.

“However, the framework preferred by streaming services and favoured by the office of Arts Minister Tony Burke is based on a percentage of expenditure model, not the fairer percentage of revenue model supported by the Australian screen sector.

“No other territory in the world has implemented an expenditure model. The percentage of revenue model is the only model that will provide a guaranteed level of investment in the Australian independent film and TV industry.”

However the model is yet to be confirmed by the Government.

A spokesperson from the Department of Infrastructure, Transport, Regional Development, Communications and the Arts told TV Tonight, “The Government is undertaking a genuine consultation process and is taking the time to consider views about the best way to support ongoing investment in, and production of, Australian stories.

“Consultation is taking longer than we would have liked, but we are determined to get this right.

“The Government is aiming to introduce legislation as soon as practicable.”
